Waterloo Schools is committed to creating a learning environment where students feel connected, supported, and focused. To help reduce distractions and encourage in-person interaction, we have updated our policy on student use of personal electronic devices during the school day.
Iowa recently approved House File 782, which issues a statewide ban on cell phones and other personal electronic devices during instructional time. Signed into law by the Governor on April 30, 2025, all Iowa school districts must comply starting with the 2025-26 school year.

Our Goal
We want every student to have the best chance to learn, grow, and connect—with fewer distractions. This policy is designed to support academic success, build respectful learning spaces, and strengthen face-to-face relationships.
When Can Students Use Personal Devices?

- Students will use district-provided devices for learning as needed.
- Smartwatches may be worn, but must have notifications off and no communication features used.
- Exceptions are made for students with documented needs (IEPs, 504s, health plans).
- Families needing to reach a student during the school day should contact the school office.

- Phones, tablets, gaming devices, and personal laptops
- Recording or taking photos
- Messaging, browsing, or social media use

- Off or silenced
- Out of sight
- Stored in a backpack or teacher-designated location.
Frequently Asked Questions
What if something comes up (e.g., my child’s transportation plans change) and they need to contact me?
Your child can inform a nearby adult and request access to a phone to communicate with you.
What if my child relies on a smartphone for medical needs, translation, or other school-based accommodations?
Waterloo Schools allow the use of devices as part of an official school plan (e.g., IEP, 504 Plan, Health Plan, ESOL services, etc.). These devices should be used only for the purposes specified in the plan.
If I need to contact my child immediately, what should I do?
Parents/guardians are always welcome to call the school’s main office. Staff will ensure your child is contacted or brought to the office to speak with you promptly.

Will more details be shared about procedures specific to my student’s school?
Yes. Each secondary building’s administration will provide additional information about how the policy will be implemented in their setting. These details will be communicated no later than August 11th.
My child has a smartwatch. Are they allowed to wear it?
Yes, smartwatches may be worn; however, notifications must be turned off, and communication features should not be used during the school day.
The district is not responsible for lost or stolen devices.
